On April 4 2024, at 10:30 AM., Licensing Program Analyst (LPA) Elimika Woods conducted an announced Pre-licensing Inspection and met with applicant, Bharani Naidu Kasturi. LPA disclosed the purpose of the inspection and was granted entry into the facility by the applicant. Present during the inspection was the applicant's fingerprint cleared husband. There were no children present during this inspection. The facility was toured to conduct a health and safety inspection. The facility plans to operate between the hours of 8:00 AM-6:00 PM, Monday -Friday

This single family home, which is neat and clean with heating and ventilation for safety and comfort. The off-limits are will be made inaccessible by closed and/or locked doors and visual supervision. The Isolation area will be a section of the master bedroom, away from other children in care. There are no pools, hot tubs or any other bodies of water present in the on-limit areas during today's inspection.

The home has a working smoke detector in the living room, a working carbon monoxide detector also in the living room, first aid kit, telephone, and a fully charged 2A10BC fire extinguisher which meets standards established by the State Fire Marshal. The facility has a wall heater in the living room and hallway that is blocked.

On-limit-areas are the: Living and dining room, kitchen, backyard, bathroom on the right side of hallway, and master bedroom and bathroom at the end of the hallway.

Off-limit-areas are : Bedroom one on the left side of hallway, bedroom two on the right side of hallway, two car attached garage, left and right sideyards.

The Outdoor play area is the fully fenced backyard and LPA observed that it is free from defects or dangerous conditions. LPA did not observe any hazardous materials accessible to children during today’s inspection. There are two locked sheds in the backyard used to store equipment. There are ample age appropriate toys that appear to be safe and in good condition.

Per applicant, there are no firearms in the home. The applicant in compliance with the immunization laws which pertains to all childcare providers.



Landlord Consent - Family Child Care Homes
The applicant provided proof of control of property.

The applicant completed and received a certificate in mandated reporter training on 07/12/2023. Applicant's CPR and First Aid certificate is current and expires 06/2025

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Roster of the children must be properly maintained and fire/disaster drill every six months must be documented. The licensee is reminded any structural changes to the home or additions to the child care facility must be reported to Community Care Licensing.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

The licensee was reminded that Mandated Reporter Training is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com. CPR/First Aid also has to be renewed every two years. Baby bouncers & drop-down cribs are not allowed at the day-care facility.

On this date, 04/04/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Entrance Checklist was provided to the applicant.

Exit interview conducted and report was reviewed with the applicant, Bharani Naidu Kasturi. This home is recommended for Licensure on 04/04/2024.
