25 | On January 29, 2026, at 8:05am, Licensing Program Analyst (LPA) Randy Miranda arrived for an unannounced Case Management - Other visit and met with Licensee Bharani Naidu Kasturi. Purpose of the visit was for a Change of Capacity from small to large family child care home. Present during the inspection were the licensee, licensee’s TB tested and fingerprint-cleared spouse, licensee’s TB tested and fingerprint-cleared daughter, and five children in care (one 4-year-old, two 2-year-old, and two 18-month-old). The home was inspected for compliance to health and safety. The hours of operation are Monday – Friday, 8am – 6pm.
The single-story home consists of three bedrooms, two bathrooms, Living room, Dining Room, kitchen, garage, side-yards, and backyard. The home is neat and orderly with heating and ventilation for safety and comfort. Per licensee, the home does not have a fireplace. There are age-appropriate toys and furniture available for children in care. There are child safety locks on all drawers and cabinets that are accessible to children in care. There is a 2A10BC fire extinguisher located in the kitchen area. Smoke and Carbon Monoxide Detector were tested and found to be functional. Licensee is reminded to always maintain supervision when children are engaged in outdoor activities in the on-limit areas of the backyard. Fire Clearance was granted by Fremont Fire Department on December 01, 2025, and garage declared to be OFF-LIMITS TO CHILDREN.
On limits areas: Living Room Area (main day-care room); Dining Room Area; Bathroom #1 (right side of hallway across bedroom #1); Bedroom #3; Bathroom #2 (inside bedroom #3); and portions of the backyard.
Off limit areas: Bedroom #1 and #2; kitchen (except as a pass-through to access the backyard); side yards (left and right side); and garage.
Isolation area: Living room area. When a child shows signs of illness, he/she will be separated from other children in care.
