On 01/16/2024 at 1:20PM, Licensing Program Analyst (LPA) Jaleesa Jackson arrived for an Announced Prelicensing Inspection. LPA met with Applicant Linda Santos. Also residing in the home is the applicant’s 12 year old son and 8 year old daughter. All adults have proper fingerprint and TB clearances. The home was toured with the applicant to conduct a health and safety inspection. Applicant states the hours of operation for day care will be Monday through Friday, 8:00AM to 5:00PM.

The home is single story 3 bedroom 3 bathroom house that is rented by the Applicant. The home is neat and clean with heating and ventilation for safety and comfort.

ON LIMITS: Living room, Family Room, Dining Room, Bedroom #1 (last door on the right of the hallway), Bathroom #1 (next to dining room), and the back yard.

OFF LIMITS: Kitchen, Master Bedroom (Bedroom #2) Master Bathroom (Bathroom #2), Bedroom #3, Bathroom #3, and Garage. All OFF LIMIT areas will be inaccessible by closed and/or locked doors, child safety gates and visual supervision. The applicant was advised to contact Licensing, so that an inspection can be completed prior to changing an off limits area to ON LIMIT.

ISOLATION AREA: Bedroom #1

There are age appropriate toys observed to be safe, clean and in good repair. There are no pools, hot tubs or any other bodies of water. LPA did not observe any hazardous materials or toxins accessible to children in the ON LIMIT areas during today's inspection. The home has a fully charged 2A10BC fire extinguisher located in the dining room, working carbon monoxide and smoke detectors, phone service, and fully stocked first aid kit. The home does have a fireplace that is blocked and inaccessible to children. Applicant stated that there are no firearms, no smoking, and no pets in the home.

The applicant’s health and safety training has been completed, and includes the child nutrition and lead poisoning components. First Aid/CPR certificate is current expiring on 4/2025. The applicant has provided proof of the required immunization for daycare providers, and mandated reporter training was completed on 4/6/2023.

A license for a small family childcare home has been approved on 1/16/2024.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Because the applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 10/31/2023, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
