On August 22, 2024 8:35am Licensing Program Analyst (LPA) Randy Miranda arrived at the facility unannounced to conduct a Case Management Inspection to determine if the facility is ready for an INCREASE IN CAPACITY. LPA met with licensee Huiping Dang. Also residing in the home is the licensee’s fingerprint cleared spouse, college aged son, and one (1) dog. The facility is a one story single family home. Hours of operation for child care are Monday through Friday, 8:00am to 5:30pm.

Capacity/Staffing: The facility currently operates as a small Family Child Care Home, which may have a maximum capacity of six (6) to eight (8) children. At time of inspection, there were two (2) preschool age children and one (1) infant in care. The facility prepares food/snacks for children in care. LPA Miranda did not observe any expired food items. The facility is in compliance with ratio and capacity limitations.

ON Limit areas (accessible to children in care): Living Room, Bedroom/Office, Hall Bathroom, and Front Yard within gated area. LPA observed the facility to be clean and organized, with heating and ventilation for safety and comfort. There are ample age appropriate toys that are observed to be safe and in good condition. There are no pools, hot tubs or other bodies of water. LPA observed an outdoor sink with running water for children to wash their hands after playtime in the Front Yard Area. Although water is not present in the sink, LPA reminded Licensee to maintain sink by keeping leaves cleared from the drain, as to not allow water to accumulate and pose an immediate risk to children in care. LPA observed cactus plants, rose plants with thorns, and loose bricks/building materials in the Front Yard Area. Yellow caution tape surrounded a Grapevine and was tied to a bench swing to notify children to stay away. Licensee provides 100% supervision when children are in the On Limit Front yard area. LPA did not observed hazardous or toxic items accessible to children in the ON Limit areas.

OFF Limit areas (not accessible to children in care): All Three Bedrooms including Master Bathroom, Kitchen, Backyard, and Garage. OFF Limit areas are inaccessible by closed and/or locked doors and visual supervision. Licensee is advised to contact Licensing so that an inspection can be completed prior to changing an OFF Limit area to ON Limit. Per the fire clearance, day care activities are not permitted in garage.

Emergency Preparedness/Safety: Facility has a fully charged fire extinguisher (3-A:40-B:C) next to the kitchen/exit area. Smoke/carbon monoxide detector combination unit was tested and found to be functioning. First aid supplies are available. A Fire/Disaster drill was NOT conducted due to official operating hours starting on June 10, 2024. Children Enrollment began in June 2024. LPA reminded Licensee to conduct Fire/Disaster Drills every six (6) months. Facility has phone service. Per licensee, there are no firearms in the home. Emergency Disaster Plan is current.

Staff Records Review: Licensee and all adults living and/or working in the home have proper criminal background clearances. Licensee has current CPR/First Aid training, which expires on 07/20/2026. Licensee’s mandated reporter training expires 02/09/25. Licensee is in compliance with immunization law.

Children’s Records Review: All required licensing documents were observed. A facility roster is maintained.

Licensing Posting (required): Facility license, Notification of Parents’ Rights, Earthquake Preparedness.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

There were no deficiencies cited today. Notice of Site visit was provided to the licensee to be posted for the next 30 days. Exit interview conducted and report was reviewed with the licensee, Huiping Dang.

On 07/09/2024, a fire clearance was granted to this facility by the Fremont Fire Department. All documents have been received for the increase of capacity application. The facility may begin operating as a large family child care home as of today's date, 08/22/2024.
