32 | Around 9:00 AM, Licensing Program Analyst (LPA) asked the licensee whether she was providing Incidental Medical Services (IMS) to children in care, and the licensee stated that she was not. LPA discussed the Incidental Medical Services (IMS) policy with the licensee. LPA advised the licensee that when any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA inspected the cabinets and storage areas throughout the on-limit portions of the home and observed that no hazardous materials, cleaning supplies, medications, or other toxic substances were accessible to children during today's inspection. LPA tested the smoke detector and carbon monoxide detector located in the living room and verified that both were operating properly. The home is equipped with a functioning telephone, a fully stocked first aid kit, and a fully charged 2A10BC fire extinguisher that meets the standards established by the State Fire Marshal. A wall heater located in the living room is screened/covered to prevent children from accessing it.
At approximately 10:20 AM, LPA inspected the outdoor play area and verified that there were no swimming pools, hot tubs, spas, or other accessible bodies of water on the property. The backyard was observed to be fully enclosed with appropriate fencing and free of hazardous conditions. Outdoor play equipment included slides, swings, ride-on cars, a basketball hoop, tables and chairs, a couch, a playhouse, and toy cars and trucks, all of which were age-appropriate and maintained in good condition. A canopy provided adequate shade to protect children from direct sunlight during outdoor activities. Multiple storage sheds located in the backyard were secured with locks, preventing children's access to equipment and tools.
At approximately 10:30 AM, LPA reviewed the files of four (4) children enrolled in care. Each file contained the required Identification and Emergency Information, Medical Consent, Parent's Rights, and Parent Notification of Additional Children in Care forms. LPA also reviewed personnel records and verified that staff files contained the required Health Screening documentation, Statement Acknowledging Requirement to Report Child Abuse, and Employee Rights forms. During the record review, LPA verified that the licensee was in compliance with applicable immunization requirements for child care providers.
The licensee conducts and documents fire and disaster drills at least once every six (6) months. Documentation showed that the most recent drill was completed on 06/30/2026. The licensee has completed the required Health and Safety training and maintains current pediatric CPR and First Aid certification, which expires in November 2027. Mandated Reporter Training was completed on 02/01/2026. LPA reviewed the facility roster and verified that it accurately reflected the children currently enrolled as well as those no longer attending the facility. All required licensing notices and documents were observed to be posted in a location that is visible and accessible for public review.
