On March 6, 2025, at 1:20 PM., Licensing Program Analyst (LPA) Elimika Woods conducted an announced Pre-licensing Inspection and met with applicant, Hongjun Li. LPA disclosed the purpose of the inspection and was granted entry into the facility by the applicant. Present during the inspection was the applicant's fingerprint cleared husband. There were no children present during this inspection. The facility was toured to conduct a health and safety inspection. The facility plans to operate between the hours of 6:00 AM-6:00 PM, Monday-Friday

This single story home consist of three bedrooms, one and a half baths, child care room, kitchen, dining room, backyard, and attached two car garage. This home is neat and clean with heating and ventilation for safety and comfort.

On-limit-areas are the: Child care room and bathroom, and backyard.
The Isolation area will be a section of the child care room, away from other children in care.

Off-limit-areas are : The entire left side of home, all bedrooms, left side bathroom, kitchen, living and dining room, and garage.
The off-limits are will be made inaccessible by closed and/or locked doors and visual supervision.

The outdoor play area is the fully fenced backyard and LPA observed that it is free from defects or dangerous conditions. There are ample age appropriate toys that appear to be safe and in good condition. The applicant's backyard has cushioning underneath two small slides to help absorb children's falls and trees for shade.

There are no pools, hot tubs or any other bodies of water present in the on-limit areas during today's inspection. LPA did not observe any hazardous materials or toxins accessible to children during today’s inspection.

The home has a fully charged 2A10BC fire extinguisher, working smoke detector, working carbon monoxide detector, and telephone. Per applicant there are no firearms in the home. A copy of the property tax statement was reviewed and shows control of property. The applicant completed and received a certificate in mandated reporter training on 12/31/24. Applicant's CPR and First Aid certificate is current and expires 10/2025.

Incidental Medical Services (IMS) policy was discussed. For IMS information , see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

The applicant was also reminded that Mandated Reporter Training is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com. CPR/First Aid is also renewed every two years. Baby bouncers & drop-down cribs are not allowed at the day-care facility.

Roster of the children must be properly maintained and fire/disaster drill every six months must be documented. The applicant is reminded any structural changes to the home or additions to the child care facility must be reported to Community Care Licensing.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 03/06/2025, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Entrance Checklist was provided to the applicant.

Exit interview conducted and report was reviewed with the applicant, Hongjun Li . This home is recommended for Licensure on 03/06/2025.
