25 | On March 24, 2026, at 11:00 a.m., Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Case Management Inspection and met with Licensee Zuhal Radmanish. The purpose of the visit was to change a Small Family Child Care Home to a Large Family Child Care Home. Present during the inspection were three preschool-age children in care. The home was inspected for compliance with health and safety regulations and toured both inside and outside. The facility operates Monday through Saturday, from 7:00 a.m. to 10:00 p.m.
The two-story home, owned by the licensee, consists of four bedrooms, three bathrooms, a living room, dining area, kitchen, garage, and backyard. The home was observed to be neat and orderly and is equipped with adequate heating and ventilation to ensure the safety and comfort of children in care. The home is equipped with a pull-down fire alarm system, and exit signs are posted at both the front and rear exits.
On-limits areas include: the living room, dining room, kitchen, bedroom #1 and bedroom #2 (located to the left of the hallway), the downstairs hallway bathroom, and the backyard. The designated isolation area is a section of the living room, located away from other children in care.
Off-limits areas include: the entire second level of the home, bedroom #3 (located to the right of the hallway), the backyard shed, and the garage. These areas are made inaccessible to children.
The fire clearance for a capacity of 14 children was granted by the Hayward Fire Department on February 3, 2026. The licensee was reminded to adhere to the conditions of the fire clearance, which prohibit use of the garage and the entire second-story level for childcare purposes. All required documentation for the capacity increase application has been received.
LPA reviewed with the licensee the ratio and capacity requirements for a Large Family Child Care Home (FCCH), including the requirement that a qualified assistant be present when operating at large capacity. The licensee understands that when an assistant is not present, she must operate within the Small FCCH capacity limit (maximum of eight children). LPA also reviewed staff file requirements for assistants.
Based on today’s inspection, this home is recommended for an increase in capacity effective March 24, 2026. An exit interview was conducted, and the report was reviewed with Licensee Zuhal Radmanish.
