On 7/01/26 at 8:35am, Licensing Program Analyst (LPA) Tammy Dutra conducted an unannounced complaint inspection and met with facility representative Kaitlin Vondran. It was alleged that a staff member worked while under the influence of drugs/alcohol, impairing their ability to provide adequate care and supervision, which presents a risk to children in care, staff were out of ratio when children were outside and a lack of supervision resulted in injury to a day care child. It was specifically alleged that staff are consistently operating out of ratio on the playground and that a lack of supervision has resulted in multiple injuries to children in care.

The director, Lorie Baker was interviewed on 4/9/26 at 3:42pm and denied the allegations. Lorie said she has heard rumors from staff and parents that a teacher may be acting strangely. Lorie said she had not seen evidence proving the teacher in question was intoxicated. Lorie believes this teacher is absent-minded. The director stated they consistently follow the ratio and communicate changes throughout the day. Director stated that the staff are vigilant about reporting injuries to parents.

Three staff were interviewed on 4/9/26 and all denied the first allegation, staff member worked while under the influence of drugs/ alcohol, impairing their ability to provide adequate care and supervision which presents a risk to children in care. One staff, (S1) stated they have a condition that requires medication but that they are not under the influence of any illegal drugs or alcohol. Two other staff, (S2 & S3) stated they have had concerns brought to their attention but have no personal knowledge of a staff member under the influence of drugs or alcohol. All staff denied they operate out of ratio. S1 stated they position themselves to have a 360 view of the playground. S2 said they are consistently communicating their ratio and at times have to move children inside for restroom/ diapering needs to remain in ratio. S3 said they use a white board to count kids and adjust the numbers as children leave for the day. All staff denied that a lack of supervision resulted in injury to a daycare child. All staff stated they report all injuries to parents when they happen. Staff states if the injury is severe they notify parents immediately and if injury is minor they provide an injury report to parents at pick up.

Seven parents were interviewed on 5/22/26, 6/3/26, 6/16/26, 6/25/26 and 6/29/26. One parent (P1) stated they had seen a staff member who seemed very jittery and appeared to be under the influence but had no evidence to prove that assumption. All other parents interviewed denied any knowledge of a staff member being under the influence of alcohol or drugs. Two parents (P1 & P4) indicated they have seen the facility operate out of ratio. P1 stated they have seen one staff member with more than 12 children while other staff members are inside talking. P4 stated they have seen the staff operating out of ratio on multiple occasions. P4 stated one day they arrived to pick up a child, and another child was inside unsupervised climbing on the changing table while all other children and adults were outside. P4 also stated that they have witnessed staff standing against the building talking amongst each other instead of actively supervising children in care. All other parents stated they have not seen the facility operating out of ratio. Three parents (P1, P4 and P5) stated their children have been injured at the facility and they have not been notified or notified immediately when injury required medical attention. P1 and P4 stated their child has come home with multiple injuries and they have not been notified. Both parents stated when they asked the staff what happened that staff did not know how the injury occurred. P5 stated they were notified at the end of the day about an injury and decided to take their child to the doctor to have the injury assessed. P5 stated the physician decided to give the child stitches based on the depth and location of the injury.

On 4/9/26 LPA toured the facility and observed a staff member and the director discussing ratio. LPA observed the white board used to track children in care. LPA observed the facility was operating within their licensed capacity and ratio requirements.

On 4/8/26 LPA reviewed documentation showing a child in care was injured and received medical treatment. LPA reviewed documentation from the facility and could not find any incident/ injury report created for this injury. It was determined that Community Care Licensing was not informed of the injury per reporting requirements.

During the investigation LPA interviewed staff and parents and could not determine that a staff member worked while under the influence of drugs/alcohol, impairing their ability to provide adequate care and supervision, which presents a risk to children in care. LPA could not determine if staff were out of ratio when children were outside or if a lack of supervision resulted in injury to a day care child. Although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

Exit interview conducted and report was reviewed with the facility representative Kaitlin Vondran. Appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
