On 4/8/24 @ 10:30am Licensing Program Analyst (LPA) Erica Laird conducted an unannounced case management inspection in response to an incident which was self-reported in a timely manner by facility owner, Shelly Caparello. The incident occurred on 3/24/24. Community Care Licensing Division (CCLD) was notified within 24 hours and unusual incident report was sent in writing within the 7 days as required.

It was reported that a child (C1) had told their parent (P1) that staff (S1) had given them medicine. C1 is not on a medication plan.

On 4/8/24 @ 10:42am LPA Laird conducted an interview with facility owner, Shelly Caparello. Shelly stated P1 had messaged her through their app stating C1 had told them that S1 had given them a red, cherry flavored liquid. Shelly stated S1 is at the facility very sporadically. Shelly stated all medications are kept in the administration office in a locked box. Shelly stated S1 stated she had never given C1 medication. Shelly stated S1 is a very good employee who would not administer medication without parental consent. Shelly stated S1 is very honest and would admit if she had administered medication to a child. Shelly stated staff are aware of the medication procedures. Shelly stated only administrative staff administer medication.

On 4/8/24 @ 10:44am LPA reviewed the medication binder and the medication box. LPA Laird took 4 photos. One photo of the locked medication box, one photo of the medications in their original containers, one photo of cherry Tylenol which hasn't been opened, one photo of the unbroken seal on the cherry Tylenol.

On 4/8/24 LPA Laird conducted two staff interviews at the facility with S1 and S2. S1 and S2 stated they do not give medications to children. S1 and S2 stated medications are stored in the administration office and are only given by the owner or director. S1 stated they did not give medications to C1. S1 stated staff will give the children candy when they use the bathroom or are helpers. S1 stated they had given C1 candy for helping clean. S1 stated the candy was red and may have been cherry flavored.

On 4/8/24 LPA Laird conducted two children interviews at the facility with C2 and C3. C2 and C3 stated they get "treats" for using the "potty". C2 and C3 stated they don't get medicine at school. C2 and C3 stated they do get medicine at home, but have not gotten medicine at school. C2 and C3 stated they like their school and feel safe.

Based on observations and staff and children interviews, it could not be determined staff administered medications without parental consent.

There were no deficiencies cited during today’s inspection. A notice of site visit was given and must remain posted for 30 days.
