On 5/1/26 @ 1:55pm, Licensing Program Analyst (LPA) Erica Laird conducted an unannounced complaint inspection, and met with director, Linda Wright. It was alleged that the faciltiy has mold, the facility roof is leaking, the facility air conditioner in the todder room is leaking an unknown substance, the facility has uncovered electrical wires, and the licensee does not include their licensing number in all advertisements.

On 4/2/26 LPA Laird conducted an interview with director Linda Wright. Linda stated she had knowledge of some of the allegations. Linda stated there has been mold in the back corner of the preschool classroom due to a leak in the roof. Linda stated the roof has been fixed and is no longer leaking and the facility is working to remove the mold. Linda stated she was aware of something leaking from the air conditioning unit in the toddler room, but she was unsure what it was. Linda stated there are wires in the back playroom that are inactive.Linda stated she knew there wasn't licensing numbers on all advertisements but she could go back and edit them to include the number.

On 4/2/26 LPA Laird met with owners of the facility Sherrie and Steve Allard. Sherrie and Steve acknowledged the facility roof did have a leak but it had been repaired earlier in the year. Steve stated the leak had caused water damage on an internal wall and there was small amounts of mold but they were in the process of fixing it. Steve denied the facility had exposed electrical wires. Steve stated the wires in the back room are old telephone wires and are not active. Steve denied the air conditioner unit in the toddler room is in disrepair. Steve stated the leakage is condensation from the unit and the color is due to the copper pipes. Steve stated they have had a plumber look at it and confirm it was not hazardous. Steve and Sherrie stated they did not know if all of the advertisements on social media reflected their license number.

On 3/23/26 LPA Laird received a copy of an advertisement for the facility which was posted on social media. The advertisement did not reflect the facility number.

On 4/2/26 LPA Laird conducted an inspection and toured the facility with director Linda Wright. LPA Laird observed mold in the front preschool classroom in the far right corner. LPA Laird observed stains on the wall leading from the ceiling which appeared to be water damage. LPA Laird inspected the toddler room and observed a split-unit air conditioning unit. The unit had blue stains leading from the left corner of the unit down the wall. LPA Laird touched the wall and did not feel any moisture. LPA Laird observed a box of old telephone wires elevated off of the floor in the back room which is used as a play area. The wires were not connected and were not active.

Based on observations, documentation received as part of this investigation, and interviews, LPA Laird determined there is sufficient evidence to suggest the allegations are valid.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
