On 10/20/21 at 10:50 AM, Licensing Program Analyst (LPA) N. Cunningham conducted an unannounced complaint inspection and met with Director Randi Cabral for the purpose of delivering findings. It has been alleged that staff failed to clean a child properly resulting in diaper rash. On 07/19/21, LPA S. Husband interviewed the director who denied the allegation and explained the facility policy is to check children every hour and change them every two hours. During LPA S. Husbands inspection, the director provided staff contact information and a current facility roster. In October 2021, LPA Cunningham conducted interviews with four parents, two staff, and the director. Interviews with parents reflects that parents have observed children clean after staff changed their child's diaper. Interviews with two staff members reflects that staff clean children when changing diapers. Interviews with parents, staff, and the director did not provide corroborating evidence to meet the preponderance of evidence threshold standard and therefore the allegations are unsubstantiated.

This report was discussed and reviewed with Director Cabral, and an Exit interview was conducted. There were no Title 22 deficiencies cited during today’s inspection. Appeal Rights were provided.
