On 9/29/22 at 11:40am Licensing Program Analyst (LPA) Emilia Grisak conducted an unannounced complaint inspection and met with Center Director Heather Carpenter.
It was alleged that facility is operating without a director, specifically that the assistant Director's last day was 7/22/22 and Director was out for a week afterwards. The Director was interviewed on 7/29/22 at 11:20am and denied the allegation. The Director stated that she was gone for a scheduled vacation on 7/12/22 - 7/19/22 and then was out sick and that she had an Assistant Director and teacher (S1) designated to be in charge while she was absent from the facility. Interviews were conducted with six staff, parents, and witnesses on 8/24/22, 9/6/22, and 9/27/22. The Assistant Director (AD) was interviewed on 9/6/22 and stated that duties were split between the AD and S1 while the Director was out of the facility. AD stated that after he left the facility, S1 was in charge while the Director was out of the facility. It was stated by three out of three staff that when the Director was out in July the Assistant Director and S1 were present and in charge. LPA observed a Designation of Facility Responsibility form was completed and submitted to CCL for Assistant Director on 11/1/21 and for S1 on 5/9/22. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

It was also alleged that a teacher inappropriately handled a child in care and a teacher yelled at a child in care, specifically that staff S2 grabbed child C1 by the arm and yelled at C1 when child was about to hit another child. The Director was interviewed on 7/29/22 at 11:20am and denied the allegation. The Director stated when she returned from being gone there was a rumor that someone from the salon next door said they saw a teacher push a child down in a wagon and yell at them. Director stated that she spoke with everyone who was present and everyone stated that nothing like that ever happened. Interviews were conducted with six staff, parents, and witnesses on 8/24/22, 9/6/22, and 9/27/22. It was stated in six out of six interviews that staff have never been observed to be rough with any child in care or yell at any child in care. It was stated that S2 has never been observed to be rough with any child in care and has never been observed to yell at a child in care. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. An exit interview was conducted. The Notice of Site Visit must be posted for 30 days.
