25 | An unannounced case management inspection was conducted today at 12:40pm by Licensing Program Analyst (LPA), Erica Laird. LPA met with owner/director Heather Carpenter. In response to an Unusual Incident Report received by the Department on 6/1/24. It was reported that a parent (P1) had been notified that staff (S1) had held a child down and pulled a child by the arm. It was also reported that another parent (P2) had been notified that staff (S2) had made derogatory comments about their child (C1).
Facility director Heather Carpenter was interviewed on 6/19/24 at 12:53pm and stated on 6/3/24 P1 had contacted the facility regarding information they'd received regarding staff (S1) holding children down and pulling children by the arm. Heather stated staff never handle children in a rough manner and do not physically punish children. Heather stated P2 came into the facility and spoke to staff (S2) regarding information they'd received regarding S2 making derogatory comments towards their child (C1). Heather stated after speaking to both P1 and P2, both parents seemed comfortable with the care being provided and did not express any further concerns. Heather stated she was informed someone was contacting parents and making allegations against staff as a form of retaliation.
Two staff (S1, S2) were interviewed on 6/19/24. Both staff denied ever handling children in a rough manner or speaking to children in a derogatory manner. Both staff stated someone had contacted parents and were making allegations against staff as a form of retaliation.
During today's inspection LPA Laird obtained documented correspondence between P1 and the facility.
There were no deficiencies cited during today’s inspection. Exit interview conducted and report was reviewed with facility director, Heather Carpenter . Appeal Rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
