13 | On 7/1/2026, Licensing Program Analyst (LPA) Kayla Merchant conducted an unannounced Subsequent Complaint Investigation at King's Valley Preschool. LPA met with directors, Beth Hutalla and Tammie Welence, and explained the purpose of investigation.
During course of investigation LPA conducted facility inspections, observations, record reviews, interviews and obtained documents. It was determined that a child was forced out of a shelving unit onto the floor and physically forced to pick up toys in the classroom by a staff member. During LPAs' visit on 5/21/2026, LPA Christina Watts observed that same staff member grab children and pull them off another child while playing a game.
Based on the interviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 is being cited on 9099-D page.
