On 6/11/2026 at 12:00pm Licensing Program Analyst (LPA) Morgan Pringle met with Director Jessica Darabi-Everett to deliver findings for a complaint that was received listing the allegations above. Present during LPAs visit were thirty-three (33) infants and fourteen (14) additional staff members. The facility operates from 6:45am - 6:00pm, Monday - Friday. The facility holds a preschool license as well (073403308).

Through the investigation files were reviewed, physical plant inspections were conducted and interviews were conducted. Interviews and observations indicated conflicting information therefore LPA determined although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore, the allegations are UNSUBSTANTIATED.

No deficiencies cited during the visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Jessica Darabi-Everett.

On 6/11/2026 at 12:00pm Licensing Program Analyst (LPA) Morgan Pringle met with Director Jessica Darabi-Everett to deliver findings for a complaint that was received listing the allegations above. Through the investigation files were reviewed, physical plant inspections were conducted and interviews were conducted. Interviews stated that when children are sleeping past 3:00pm when nap time is over staff have gently woken children up from thier nap, which is a disruption to their right to sleep. LPA spoke with Director about this issue on 3/18/2026 during a previous facility visit and it was stated that the facility thought it was allowed to wake children up from thier nap if they are sleeping past the times for nap. Director has since changed the procedures for naptime and staff have been informed that they are not to wake children from their sleep.

California Code of Regulations, Title 22 is being cited on the attached LIC 9099D. Failure to submit Proof of Corrections (POC) by Plan of Correction date may result in civil penalties.

Director will send LPA a statement explaining the nap time procedures for children who remain asleep past 3:00pm when nap time is over. Director will send this to all staff and have staff sign the document acknowledging they have been informed of the procedures for nap time.

This requirement was not met as evidenced by: through interview it was found that faciltiy staff were waking children from their sleep when nap time was over which is a potential risk to the health, safety, and/or personal rights of the children in care.
