On September 20, 2024 at 9:30am Licensing Program Analyst (LPA) Indira Loza met with Center Director Karen Garrity to conclude the complaint investigation for the allegation listed above. Present during today's visit were 34 preschool children and 8 fingerprint cleared staff. LPA toured the facility for a Halth and Safety check.

During the course of the investigation LPA reviewed the admission agreement and parent handbook which has a section stating the preschool has a "Spanish Bilingual Program" and under that heading, the parent handbook states that the children will have an "immersive learning experience". LPA also conducted staff, parent, and children interviews which revealed that there is a Spanish teacher who conducts weekly Spanish lessons for about 30 minutes which is not an immersion program. The preponderance of evidence standard has been met, therefore this allegation is SUBSTANTIATED. California Code of Regulations Title 22 101219(d) is being cited which is a Type B deficiency.

The Director shall send the LPA a copy of the revised parent handbook and signed acknowlegments of the amended parent handbook. This shall be emailed to the LPA no later than October 4, 2024.

Based on records reviewed and interviews conducted, it was determined that the preschool is not a Spanish immersion school as the Parent handbook describes. This poses a potential risk to the health, safety, and personal rights of children in care.
