On 09/08/25 at 8:30 am Licensing Program Analyst (LPA) Mario Caro conducted an Unannounced Continued Complaint Investigation and met with Education manager Alejandra Thompson to deliver findings. During today's inspection, there were 122 children in care. During the visit LPA conducted interviews, Observed classrooms, observed outside play, and delivered findings.

An allegation was made that staff handled day care children in a rough manner. Based on interviews, and record review conducted during the course of the investigation, it was determined a staff member grabbed a running child by the collar of their shirt causing the child to fall to the floor. The preponderance of evidence standard has been met, therefore this allegation was found to be SUBSTANTIATED. Title 22 101223(a)(1) was cited during today's visit. See LIC9099-D for one Type A citation.

Interviews indicated conflicting information therefore the allegation is UNSUBSTANTIATED which means although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. No Deficiency has been cited for this allegation. Exit interview conducted with Education manager Alejandra Thompson. Report was reviewed and provided.

The preponderance of evidence standard has been met, therefore this allegation was found to be SUBSTANTIATED. Title 22 101229(a)(1) was cited during today's visit. See LIC9099-D for one Type B citation. Exit interview was conducted with Education manager Alejandra Thompson. Appeal rights and report were provided. The center will schedule an all staff training regarding supervision. The training will include a plan to ensure all children are supervised at all times, the names of attending staff and the agenda for the meeting. The center will send the agenda of the all staff training and sign in sheet with all attending staffs signatures to CCL by POC date 09/22/25. Director may send agenda and sign in sheet to LPA Mario Caro via email at Mario.Caro@dss.ca.gov.

Due to the issuance of a Type A Citation during today's inspection, a copy of this Licensing Report must be given to each existing parent by the end of today or next day child is in care, and to any newly enrolled parents/guardians enrolled over the next 12 months from the date of this report. In addition, a copy of the LIC 9224 Acknowledgement of Receipt of Licensing Reports must be signed by each parent and kept in each child's file.
