On 2/5/24 Licensing Program Analysts (LPAs) Monica Mathur and Dealia Frison conducted an unannounced Case Management inspection at Footprints Preschool. LPAs met with Director, Mary Margaret Robbers and explained purpose of visit.

During a complaint investigation today, it was determined that 2 staff members KELLIE HERNANDEZ and MALIYA MANNING present today and providing supervision and care to children did not have association to the facility license. Kellie was hired in August 2023 and Maliya started in early January 2024 (both working at the facility for more than 5 days). LPAs contacted Oakland Regional Office and confirmed that both have working and eligible clearance. Support Staff helped transfer both clearances and associate them to license during LPAs visit.

Presence of staff with children without fingerprint association posed a potential risk to health and safety of children in care, therefore a Type B deficiency is cited today with civil penalty for 1 day for each staff ($100 per day x 2 = $200 total). See Page 809-D.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Exit interview conducted, this report was reviewed with Director, Mary Margaret Robbers.
