On January 29th, 2024 at 10:45AM, Licensing Program Analyst Brittany Crass and Licensing Program Manager Loretta Dyson met with director Keiko Hernandez for an unannounced required inspection. LPA disclosed the purpose of the visit, and was allowed into the facility. At 11AM, administrator, Matthew Clark took over to lead the inspection. The center and playground were toured to conduct a Health and Safety inspection. The centers' hours of operation are 7:30am to 6pm. The center had 24 children present during the visit and 3 additional staff members.

The center consists of two buildings currently being used (Puffin and Penguin), and an outdoor playground. The classroom furniture, floors and equipment appear to be safe, clean and in good repair. All materials accessible to children are toxic free. The heating and lighting are adequate. The children drink from their own water bottles. The bathroom sinks and toilets are in sanitary and operational condition. There are no bodies of water, or free-standing water, accessible to children. All storage containers for solid waste have tight fitting covers that are kept on, and in good repair. LPA did not observe any disinfectants, cleaning solutions, poisons or any other dangerous items accessible to children. The center provides snacks to children in care. All food is stored appropriately. The outdoor area is neat clean and free of debris with shade for the children in care. LPAs observed the menu posted and that it is updated monthly. The center has ample first aid supplies, working telephone, carbon monoxide detector, pull down fire alarms, and at least one fully charged 3A40BC fire extinguisher. Per Matthew Clark, there are no firearms stored on the premises.

A review of children's and staff files was completed. All facility staff have a criminal record clearance. At least one opening/closing staff member has a current CPR/First Aid certificate. The facility is operating within the limits of the licensed capacity today and abiding by the required ratio.

Matthew Clark was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. There were no exceedances.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The administrator was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today’s visit.

A notice of site visit was given and must remain posted for 30 days.

Appeal rights were discussed and given.

Exit interview conducted, and report was given and reviewed with the administrator, Matthew Clark.
