On 02/12/2026 at 2:22PM Licensing Program Analyst (LPA) Kareeca "Reeca" Sykes conducted an Unannounced Subsequent Complaint Investigation at Rosa Molina's Large Family Childcare Home. LPA met with Licensee, Rosa Molina and explained the purpose of today’s visit. During the visit LPA observed five (5) children in care, and the licensee confirmed there are currently 13 children enrolled. Finding the above allegation was delivered during the inspection.

Complainant alleges that “Staff spanked daycare child." During the course of this investigation, LPA conducted interviews and reviewed relevant records. Based on the interviews and information obtained throughout the investigation, there was insufficient evidence to substatiate that S2 spanked C1. Therefore the allegation is UNSUBSTANTIATED which means although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. No Deficiency has been cited for this allegation. Exit interview conducted with Licensee, Rosa Molina. Appeal rights were provided.
A NOTICE OF SITE VISIT WAS ISSUED AND MUST BE POSTED FOR 30 CONSECTIVE DAYS.

On 02/12/2026 at 2:22PM Licensing Program Analyst (LPA) Kareeca “Reeca” Sykes conducted an Unannounced Subsequent Complaint Investigation at Rosa Molina’s Large Family Childcare Home. LPA met with Licensee Rosa Molina and explained purpose of today's visit. During the visit LPA observed five (5) children in care, and the licensee confirmed there are currently 13 children enrolled. Finding the above allegation was delivered during the visit.
Complainant alleges that “Staff left daycare child unattended.” During the course of this investigation, LPA conducted interviews and reviewed relevant records. It was determined that on multiple occasions S2 transported C1 to school and failed to ensure C1 was released to a responsible adult prior to leaving the premises. C1 was left unattended on campus before the start of the school day and walked around the school grounds knocking on classroom doors. C1 later reported feeling sad and scared due to being left alone.

Based on the information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 is being cited on 9099-D page.

LPA Reeca Sykes informed licensee Rosa Molina that this report, dated 2/12/2026, documents 1 type A citation, which shall be posted for 30 consecutive days as there is/are immediate risk to the health, safety, or personal rights, to children in care.

Also LPA Reeca Sykes, informed licensee Rosa Molina to provide a copy of this licensing report dated 02/12/2026 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day, or the next day the children are in care and to any newly enrolled parents/guardians for 12 months from the date of this report. Assigned Acknowledgment of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
