25 | On 8/26/22 at 2pm, Licensing Program Manager (LPM) Loretta Dyson met with the owner/director Ruth Watkins on Microsoft Teams, due to the COVID-19 pandemic. This office meeting was a joint meeting with a non-compliance conference for this facility. Also present was Diane Perez, Regional Manager, Mayla Mendoza, Licensing Program Manager, Caroline Colson, Licensing Program Analyst, and Sade Honey, the owner/director's daughter.
During the meeting the owner/director confirmed that the driver, V. Manyweather, who transports children to/from this facility in a 15 passenger van does not have a driver's license with a passenger endorsement. The owner/director stated that she was not aware that he needed to have a passenger endorsement to use this type of vehicle, and did not see where this was a requirement. The owner/director was advised that this requirement is part of the regulations that are enforced by the Department of Motor Vehicles, and that Title 22 regulations require that only drivers licensed for the type of vehicle operated shall be permitted to transport children. LPM Dyson has observed the 15 passenger van in the parking lot of this facility, and the owner/director confirmed at that time that it was the vehicle that V. Manyweather used to transport children to this facility.
See LIC 809D for the deficiency that is being cited today. A copy of the appeal rights were emailed to the owner/director. A copy of the report will be emailed to the owner/director for review and signature. The licensee will return a signed copy for the facility file in the Oakland Regional Child Care Office. |
