Licensing Program Analysts (LPAs) Melissa Domantay and Melissa Guirit conducted a Prelicensing inspection today, December 22, 2021 for the initial application that was submitted by the applicant. LPAs met with Director/owner, Justina Staley and husband Joshua Staley and toured all areas of the facility for a health and safety inspection. The hours of operation are Monday through Friday from 7:30am to 5:30pm. The measurements are as follows:

INDOORS: 1068.8 square feet = 30 children
OUTDOORS : 2729.49 square feet = 36 children
A fire clearance, with a total capacity of 30 preschoolers, ages 2 years to first grade entry was received from the Contra Costa County Fire Department.

LPAs observed that the classrooms has sufficient lighting and appears to be clean and in good condition. LPAs observed an ample supply of age appropriate activities, equipment and furniture. The facility has 2 sinks and 2 toilets. The classroom has a fully charged 2A10BC fire extinguisher, working combination smoke/carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPAs did not observe any hazardous items that would be accessible to children. Children will use personal water bottles with access to drinking water indoors and outdoors. The staff office will be used for ill children as the isolation area.

LPAs observed all outdoor play areas, they are fully fenced and have amply supply of age appropriate activities, equipment, and furniture. LPAs observed ample amount of shade for children.

Director/owner, Justina Staley is a fully qualified preschool director, with mandated reporter training completed on 07/9/2020, CPR/First Aid certification that expires 04/9/2023, and preventative health care training that was completed on 01/15/2017.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPA will email COVID-19 Self-Assessment Guide and Applicant submit to LPA once completed. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

A license for 30 preschool children will be effective today 12/22/21. An exit interview was conducted, and a copy of the report was provided to applicant/owner Justina Staley
