On 2/25/22 at 11:45am, Licensing Program Manager (LPM) Loretta Dyson arrived at the facility for an announced prelicensing inspection. LPM met with the applicant, Leah Rosenthal-Kambic., and the center director, Charles Hodes. There were no preschool children present. An application for a new preschool license was received for this facility. This facility is a combination center and the other component is a school age program. The preschool program will operate Monday-Friday between the hours of 7am-6pm, in two classrooms and an activity space, when school age children are not using the spaces. LPM toured all areas that will be used by children to conduct a health and safety inspection. The following are measurements for the facility:
INDOORS: 1342.18 square feet= 38 children
OUTDOORS: 2267.01 square feet= 30 children
An approved fire clearance, with a total capacity of 16 preschool age children, was received from the Contra Costa County Fire Protection Department.

The applicant and director advised that when school age children are present, the preschool program will only operate in classroom 1, and the bathrooms and outdoor space will be shared according to the waiver. Taking the measurements into consideration, the school age program capacity will be limited to 19 if preschool age children are present and using classroom 1. The applicant and director both stated they understand that preschool children and school age children cannot be commingled at any time.

LPM observed that all rooms have sufficient heating, lighting and ventilation and the floors and surfaces are clean and free of hazards. LPM observed an ample supply of age appropriate furniture, equipment, toys and activities. There are 2 toilets and 2 sinks available for children. There is a separate bathroom for staff upstairs in the office space. The staff bathroom and the office will be used for the isolation of sick children, and the director advised that there will be 100% supervision by staff until the child is picked up. The facility will provide snacks, and children will bring lunch from home. There are water dispensers indoors and children will have individual water bottles and access to disposable cups, so water is available both indoors and outdoors. The facility will utilize an electronic sign in/out system, and has a plan to meet the requirements if the system is unavailable.

The facility is equipped with 2A10BC fire extinguishers, a centralized smoke and carbon monoxide detection system, a pull down fire alarm, working telephone, and first aid supplies. LPM did not observe any hazardous items, toxins, bodies of water or medication that would be accessible to children today. The outdoor play area is fully fenced and there is an ample supply of age appropriate toys and activities, which are in good condition. There is an area in the corner of the yard that is covered to provide shade outdoors. LPM did not observe any defects or dangerous conditions on the playground. The play structure is age appropriate and has cushioning underneath to absorb a fall. The director advised that they will use a divider in the yard, to separate preschool and school age children when both are present and outdoors. The playground is within the parking lot area that will be used during pick up and drop off. The director stated that there are no outdoor activities during drop off and pick up times, when the gates are open. The owner advised that during drop off and pick up, staff will ensure that children are visually supervised at all times when going to/from vehicles.

Documents have been received and reviewed, to verify that Charles Hodes, qualifies as a preschool director, and has met all training requirements. LPM observed all required postings on the board just inside of the front door, where it can be viewed by the public.

The director was reminded about the Incidental Medical Services (IMS) policy. The applicant was reminded that whenever any IMS is provided, a Plan of Operation that includes IMS has been submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.
The director was advised to review information related to applicable regulations on Licensing’s website at www.ccld.ca.gov. LPM reminded the director to adhere to all requirements within the regulations at all times including supervision, personal rights, unusual incident and injury reporting, ratio, staff qualifications, and criminal record clearance and association requirements. The director was encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. LPM reminded the director that the mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

This facility will be licensed for a preschool program with a total capacity of 16 preschool children, effective today 2/25/22. This report will remain on file for 3 years. An exit interview was conducted with the director, and a copy of the report and appeal rights were provided.
