On 07/26/22, Licensing Program Analysts (LPAs) Melissa Guirit and Melissa Domantay conducted a Pre-Licensing inspection today, for a change of Ownership. LPAs met with Director, Tammie Welence. LPAs toured all areas of the facility for a health and safety inspection. The hours of operation are Monday to Friday 6:30AM to 6:00PM. Facility utilizes paper sign in/out. All measurements and rooms remain the same from previous ownership.

A fire clearance with a capacity of 44 preschool children and a total capacity of 72 children, was received from the ECC Fire Protection Department on 06/30/2022.

LPAs observed that the classrooms has sufficient lighting and appears to be clean and in good condition. There is 4 toilets and 3 sinks located inside the classroom. LPAs observed an ample supply of age appropriate activities, equipment, furniture, and are equipped with varied age appropriate materials and equipment. LPAs observed the back play yard that is fully fenced and have ample supply of age appropriate activities, equipment, and furniture. There is a sand boc in the play yard that appears to be covered and in good condition. LPAs observed ample amount of shade for children.

The building has a fully charged 3A40BC fire extinguisher and carbon monoxide detector and first aid supplies. There is a working telephone at the center. LPAs did not observe any hazardous items that would be accessible to children.

Per Director, snack and lunch is provided. Children use personal water bottles, with water still accessible to children inside and outside. The isolation area will be in the Director's office.

Director, Tammie Welence is a fully qualified Director with current CPR/First Aid and mandated reporter training's completed.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Preschool license license for a capacity of 44 children is approved today, 07/26/22. There are no deficiencies being cited today. A Notice of Site inspection was provided to Director, Tammie Welence and exit interview was conducted.
