On 02/18/25 at 1:30 AM, Licensing Program Analyst (LPA) Mario Caro conducted a Complaint Investigation and delivered findings at Kids First Academy child care center. LPA met with Director Monica Barcena, and explained the purpose of today's inspection. During today's inspection, there were 15 children in care. LPA toured the facility, observed classrooms, and obtained relevant documents.

An allegation was made that staff were handling children in a rough manner. On 01/22/25 LPA Caro and the owner of the facility observed video footage of an altercation between two children in which the a staff member seperted the two by pulling one of the children from under the other by the arm. Based on the interviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED. California Code of Regulation 101223(a)(1), Title 22, Division 12 is being cited on 9099-D page.

LPA met with Director Monica Barcena, and explained the purpose of today's inspection. During today's inspection, there were 15 children in care. LPA toured the facility, observed classrooms, and obtained relevant documents.

Interviews indicated conflicting information therefore the allegation is UNSUBSTANTIATED which means although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. No Deficiency has been cited for this allegation.

An allegation was made that staff didn't report and altercation between two children on pick up. Interviews indictated that upon the initial pickup parents of the children weren't initially notified of the altercation. Based on the interviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED.California Code of Regulation 101212(d)(1)(C)(f), Title 22, Division 12 is being cited on 9099-D page.
