1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 6/30/23, Licensing Program Analyst (LPA) Melissa Guirit conducted a Prelicensing inspection for the initial application that was submitted by the applicant. LPA met with applicant, Irina Grinshpan and toured all areas of the facility for a health and safety inspection. The hours of operation are Monday through Friday from 7:00am to 6:00pm. The measurements are as follows: INDOORS: = 748.72 sq ft = 21 children OUTDOORS : 1,696.37 sq ft = 22 children A fire clearance, with a total capacity of 16 infants, ages birth to 2 years old, with a toddler option of 6 toddlers, ages 18 months to 36 months was received from the Contra Costa County Fire Protection Department on 6/20/23. LPA observed that the classroom has sufficient lighting and appears to be clean and in good condition. LPA observed an ample supply of age appropriate activities, equipment and furniture. The changing tables in the Galaxy, Rocketeers, and Asteroids rooms are within arm's reach of a sink. The crib area in the Galaxy room has eight cribs for crib age children. The building has fully charged 3A40BC fire extinguishers in each room, working fire alarm and carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPA did not observe any hazardous items that would be accessible to children. Families will provide food for children and milk as needed by Infant Services Plan. Facility will utilize electronic sign in/out. There is a bathroom designated for children who are potty trained. Per applicant, the facility will think about having potty training chairs available for children to utilize. LPA observed the outdoor play areas, which are each fully fenced. LPA reminded applicant to be sure that 100% supervision is provided and age appropriate. Per applicant, the play yard on the far right side will be shared between the toddlers and younger preschoolers. A waiver will be needed to show a rotating schedule between infant classes and toddler and preschoolers. The play area provide sufficient cushion for children in case of a fall. LPA observed shaded areas for children. The isolation area will be in the main office. See 809-C for continuance.

Karla Palomera is considered a qualified Director with current CPR/First Aid that expires 5/2024 and mandated reporter training's completed and current.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

A Infant license for a capacity of 15 infants with 6 toddlers, will be effective today, 06/30/23. There are no deficiencies being cited today. Exit interview conducted with applicant, Irina Grinshpan.
