On 04/12/23, Licensing Program Analyst (LPA) Melissa Guirit conducted a Prelicensing inspection today for the initial application that was submitted by the applicant. LPA met with applicant, Antonio Betts and toured all areas of the facility for a health and safety inspection. The facility operates in two buildings with five classrooms. The hours of operation are Monday through Friday from 7:00am to 6:00pm. The measurements are as follows:

INDOORS: 2,783.14 square feet = 79 children
OUTDOORS : 8,646.36 square feet = 115 children

A temporary fire clearance, with a total capacity of 82 preschoolers, ages two years to first grade entry was received from the Moraga-Orinda on 04/03/23. Per applicant, fire inspector is aware that the voice evacuation speakers are on order until June 2023 and temporary fire clearance is given with the horns already installed at the facility.

The first building has two classrooms and two bathrooms with three toilets and three sinks for children to utilize. The changing tables are within arms reach of a sink. The second building has three classrooms with a bathroom with one toilet and one sink in each classroom. LPA observed that the classrooms has sufficient lighting and appears to be clean and in good condition. LPA observed an ample supply of age appropriate activities, equipment and furniture. The facility has a total of six sinks and six toilets for children to utilize and a separate staff bathroom.

LPA observed the two outdoor play areas, which are fully fenced. Per applicant, the younger preschooler yard is still being completed. There are temporary play yards that they utilize which are also fully fenced where children can perform age appropriate activities with sufficient cushion. The main preschool play yard has sufficient cushion to absorb a child's fall under the play areas. LPA observed shaded areas for children on the play yards. The isolation area will be in the main office.

Children bring their own lunches and the facility provides morning and afternoon snack. Water is readily available to children indoors and outdoors.

Antonio Betts is considered a qualified Director with current CPR/First Aid, which expires 03//2024 and mandated reporter training's completed.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

A preschool license for a capacity of 79 children, will be given a provisional license until temporary fire clearance has a final clearance and is received by the Oakland Regional Office. There are no deficiencies being cited today. Exit interview conducted with applicant, Antonio Betts.
