On 06/16/2022 at 2:45 PM, Licensing Program Analysts(LPAs) Christina Watts and Monica Mathur conducted an unannounced annual inspection. LPA met with licensee, Cecilia Plaza, and explained the purpose of today's visit. During today's inspection, there were 13 children present (3 infants, 9 preschool age children and 1 school age child.) and an aid. Facility hours of operation are Monday-Friday 6:30 AM - 5:30 PM. LPA conducted case management inspection to add main house to in use areas for children in care. Living in the home are Applicant, her spouse and three children (ages 11, 8 and 5).

This is a one story home which consists of 2 bedrooms, 1 bathroom, kitchen, dining room, living room , left and right side yard, hot tub, backyard with detached garage/playroom. Detached garage has been permitted by the City of El Cerrito to be used by day care facility. In use areas: The main house, and detached garage in the backyard. Areas off limits to children include: Laundry closet located in the kitchen in the main home, right and left side of yard, Hot tub. The LPA toured all areas used by children during this visit.

Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and central heating for safety and comfort. There were safe toys, play equipment and materials observed for children. There are no stairs in the home. There is a working telephone in the home. Detergents, poisons, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible in some areas of the home.

LPA observed and inspected sleeping equipment for infants. LPA observed a play pen for each infant who is unable to climb out of the playpen. All equipment meets the US Consumer Product Safety Commission safety standards. LPA observed that playpen are free from loose articles and objects. There are no objects hanging above or attached to the side of the playpen. LPA observed that playpen do not hinder the entrance or exit to and from the space they are sleeping in. Mattresses were observed to be firm and covered with a fitted sheet that is appropriate to the mattress size. Each infant has their individual bedding and is washed weekly as required. Soiled bedding is replaced when wet or soiled and is placed in an area inaccessible to infants. Licensee was advised that infants shall not be swaddled while in care and all infants up to 12 months should be placed on their back for sleeping. Per licensee, there are no weapons, or firearms in the facility.

Outdoor play yard was inspected and observed to be safe. Heavy structures were bolted to ground. LPA observed 2 sheds that was locked and inaccessible to children. On right side of yard near the entrance of the home was the hot tub. The hot tub has a cover on top as well as latches and made inaccessible to children.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Children’s records were reviewed to ensure that each child has an Identification and Emergency form. Licensee has an up to code 2A 10BC fire extinguisher on the premises. The licensee has current Pediatric First Aid and CPR, which will expire 12/2024. Required postings were observed near the entrance.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. On or before March 30, 2018 any person who works in a facility shall complete the Mandated Reporter training and renew the training every 2 years. Website provided: https://www.mandatedreporterca.com/training/child-care-providers.
Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
