On 2/1/23, Licensing Program Analysts Briana Plumboy and Dealia Frison, met with licensee Natalie Safaniev for an UNANNOUNCED ANNUAL INSPECTION. Present for this visit was 2 infants (one whom is licensee's grandson who lives in the home), 1 preschool age child, fingerprint clear and associated daughter in law Elina Arutyunova, and fingerprint clear and associated assistant Alina Aboiantseva. The home was toured to conduct a Health and Safety Inspection. The facility currently operates Monday through Friday from 7:30am until 5:30pm.

The home is a two story home. The home is neat and clean with heating and ventilation for safety and comfort. The on limits area used for child care include the family room/child care room and bathroom nearest to the child care room. The remainder of the home is off limits to children. Off limits areas will be made inaccessible by use of gates, closed and/or locked doors and visual supervision. The BACKYARD play area is located on the right side of the home off the family room/ childcare room. There are toys and learning materials available for children's use during today's inspection. There is a pool located in the backyard during today's inspection in an off limits area and inaccessible to children in care. The pool gate opens away from the pool and is self closing and was tested for self latching during today's inspection. The on limits area of the backyard is fenced off from the area were the pool is located. There is a pool house located in the off limits area of the backyard.

The home has a fully charged 2A10BC fire extinguisher, working smoke detector, working carbon monoxide detector, working telephone. The licensee CPR and First Aid certificate is current and expires 10/2024. The licensee's mandated reporter training is complete and she received a certification of completion on 11/8/22. The licensee is in compliance with the immunization law. The fireplace is screened to prevent access by children. Per licensee, there are no firearms in the home. 2 Children files were reviewed, facility roster reviewed and copy obtained. A packet of forms pertaining to the children’s files and facility files were reviewed and discussed. Licensee is aware she should have knowledge of all Title 22 Regulations prior to accepting children into care and follow all Title 22 Regulations at all times, as well as follow manufacture guidelines for all equipment in the facility.

LPA discussed the safe sleep regulations with licensee Natalie Safaniev and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed licensee Natalie Safaniev of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During the exit interview, the Licensee Natalie Safaniev confirmed that there are no Registered Sex Offenders living in the facility.

The following Technical violations are issued during today's inspection-

1) Fire drill- The licensee does not have a fire or disaster drill documented during today's inspection


2) The licensee does not have a sleep check chart for infants documenting she is checking on them at least every 15 minutes while asleep
3) The licensee does not have a current roster during today's inspection
4) The licensee does not have daycare insurance on file, or an Lic 282
5) Mandated reporter training on file for licensees assistant.
6) The licensee left the home and returned do to CCLD being present. Licensee is now aware at all times there must be at least 1 adult present with valid CPR/ First Aid.
7) Provider immunization's on file for licensees 2 assistants.

A notice of site visit was given and must remain posted for 30 days.

See 809-Dfor deficiencies today's inspection. Appeal rights provided and discussed. Exit interview conducted and report was reviewed with licensee Natalie Safaniev.

Family Child Care Homes Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
