On 02/05/2025 at 1:45 PM, Licensing Program Analysts (LPAs) Kayla Merchant and Cherie Acosta conducted an unannounced case management – licensee initiated Capacity Increase inspection for Sahar Panahirad's small family child care home. LPAs met with licensee and she guided analyst on a tour of the facility. During today's inspection, there were 4 infant children in care. Family members residing in the home are licensee and licensee’ husband and 2 minor children. Licensee and husband have Criminal Record Clearances. Facility hours of operations are Monday - Friday from 7:30 AM - 5:30 PM.

Licensee completed her Pediatric CPR/First Aid (exp 8/17/2026) and Mandated Reporter (taken 9/12/24) certificate. Licensee has documentation maintained for Measles, Pertussis and Influenza for the current flu season. The applicant owns the home and has provided proof of control of property.

There is a working telephone in the home.

Fire clearance request was approved 01/23/2025 by Contra Costa Fire Protection District.

This is a two-story home which consists of 4 bedrooms, 3 bathrooms, kitchen, TV room, dining room, living room, attached garage, and backyard. Licensee requested the dining room to be on-limits today. LPAs observed the dining room to safe and free from hazards and is approved today.
On-limit-areas: the downstairs bedroom, the downstairs bathroom, the TV room/playroom, the kitchen, dining and the backyard.

Off-limit-areas: the living room, the storage closets, the pantry, the garage, and the entire second floor of the home.

Outdoor area: There are no play structures. During remodel of off-limit area (left side yard), 100% supervision is required to ensure area remains inaccessible to children in care until barrier is in place. Licensee shall contact CCLD when remodel is complete for reinspection of the backyard. LPA reminded the applicant to notify licensing if any play structures are added.

Isolation area: Downstairs bedroom.

The LPAs toured all areas used by children during this visit.

Per licensee, there is no firearm in the home. LPAs observed a fireplace in the living room which is an off-limits area. LPAs observed a fully charged 3A40BC fire extinguisher, working dual smoke and carbon monoxide detector and pull fire alarm. Medicines, cleaning products, sharp objects are stored inaccessible to children. LPAs reminded licensee that smoking, baby walkers, bouncers, jumpers and similar items are not allowed in family child care homes.

LPAs discussed and reminded licensee that day care needs to be operated within the limitations and capacity of a Large Family Child Care Home with regards to ratios and that licensee has to be present in the day care for 80% of the operation hours per day. All documents have been reviewed for the increase of capacity application. The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home. Licensee's Husband is her current assistant.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA provided the main office number for the Oakland Regional Child Care office (510) 622-2602. Licensees are to call and report injuries or unusual incidents within 24 hours of knowledge of occurrence. Licensees are to review the form (LIC 624B) to follow up in writing within 7 days of the injury/unusual incident.

MyChildCarePlan.org – Centers and Family Child Care Homes Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Effective as of 02/05/2025, change of capacity application has been approved.

During today's inspection, there were no deficiencies observed.

Exit interview conducted and report was reviewed with the licensee, Sahar Panahirad.

A notice of site visit was given and must remain posted for 30 consecutive days.
