On 11/14/24 at 8:30 AM, Licensing Program Analyst (LPAs) J.Vargas and D. Campos conducted an announced prelicensing inspection and met with the applicant Michelle Mendler. LPAs discussed the purpose of the inspection and was granted entry into the facility by the applicant. Residing in the home are the applicant, the applicant's husband and 2 minor children. Present during the inspection were the applicant who is fingerprint cleared. There were no children present during the inspection. The facility was toured to conduct the health and safety inspection. The facility plans to operate between the hours of 8:00 AM – 5:30 PM, Monday to Friday. The home is a single story home with a 2 bedrooms and 1 bathroom, living room, kitchen, laundry area, converted attached garage, front yard, backyard with a deck and closed shed, side yards, which is neat and clean with heating and ventilation for safety and comfort.

ON LIMIT areas are: living room (classroom), the attached garage (classroom), bathroom, front yard, backyard, right side yard.

OFF-LIMIT areas are: 2 bedrooms, kitchen, laundry area, the left side yard and the closed shed.

The ISOLATION AREA will be in the attached converted garage, away from other children in care.

The outdoor play area is free from defects or dangerous conditions. The applicant stated that she will only use the right side yard to access the backyard. The applicant stated that she will also bring the children to the near by park for an outdoor play, LPAs advised the applicant to maintain 100% supervision during the outdoor play to prevent hazard. There are ample age-appropriate toys that are safe, clean, and in good repair. During today's inspection, there are no pools, hot tubs or any bodies of water accessible to children in care. LPA did not observe any hazardous materials or toxins accessible to children. There is a no fireplace in the home. During the inspection, LPAs observed a floor heater vent which is covered, the applicant stated it is no longer working and they are only using the wall heater that is located in the off limit area.

The home has a fully charged 3A40BC fire extinguisher, working smoke detector, carbon monoxide detector, and fully stocked First Aid Kit. The fire clearance was granted on 9/20/24 by Inspector Dante J. Wiley of City of Richmond fire department. The home is equipped with a working telephone.

The applicant stated there are no firearms or pets in the home. The applicant complies with the immunization laws pertaining to all childcare providers.

A copy of the lease agreement was reviewed and showed control of the property. The applicant completed and received a certificate in mandated reporter training on 4/2/24. The applicant’s CPR and First Aid certificate is current and expires on the 6/2025.

On this date, 9/6/24, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by the California DOJ.

The applicant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. LPAs reviewed with the applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted, and copies were left with the applicant.

LPA's informed the applicant that all forms can be downloaded at www.ccld.ca.gov and encouraged the applicant to email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

To receive important licensed-related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

MyChildCarePlan.org – Centers and Family Child Care Homes applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The applicant was also reminded that Mandated Reporter Training is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.

CPR/First Aid is also renewed every two years. Baby walker/bouncers and drop-down cribs are not allowed at the daycare facility.

The roster of the children must be properly maintained, and the fire/disaster drill every six months must be documented. The applicant is reminded any structural changes to the home or additions to the childcare facility must be reported to Community Care Licensing.

LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA's also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Effective 11/14/24, the applicant has been approved for Large Family Child Care Home.

The license will be issued upon final file review and manager approval.

An exit interview was conducted, and the report was reviewed with the applicant, Michelle Mendler.
