25 | On 3/13/2026 at approximately 1:00pm, Licensing Program Analyst (LPA) Jamel Maiwandi conducted a Case Management -Licensee initiated inspection. Licensee has applied for a capacity increase from a small FCCH (Max CAP 8) to a large FCCH (max CAP 12 OR 14). Present during today's inspection was the licensee Celeste Candela, and three preschool age children. All adults present have required criminal background clearances. The home was toured with the licensee to conduct a health and safety inspection. The daycare hours of operation are Monday-Friday from 7:00am-6:00pm.
The home is a one story home consists of three (3) bedrooms and two (2) bathrooms, a dining room (converted to main daycare area), living room, kitchen, garage, and backyard. The complete facility was observed to be neat and clean with heating and ventilation for safety and comfort of the children.
On-limit area:The dining room area (Converted to main day care area), The living room, The bathroom (in the hallway to the right), the kitchen, and the backyard.
Off-limit areas: Bedroom one, Bedroom two, Bedroom 3 (Master bedroom), Bathroom (Located inside master bedroom), The garage, right side yard.
LPA toured the outdoor area (backyard). LPA observed there are no pools, hot tubs or other bodies of water. LPA discussed with applicant 100% supervision when children are playing outside. LPA did not observe any toxins, medications or hazardous items that would be accessible to children. There is centralized heating. The applicant stated there are no pets in the home and no firearms or weapons on the premises.
