On August 12, 2026 at 1:45pm, Licensing Program Analyst (LPA) Julia Placencia arrived unannounced for the Initial 10-Day Complaint Investigation regarding the allegations above. LPA met with Director Lilia Talamantes. There were 59 children and an additional 12 staff members present during the inspection.

LPA conducted interviews with staff and reviewed files. Although most staff have current mandated reporter training, there were four staff members who did not have proper trainings on file (two were expired and two did not include training for "child care providers").

Based on observations, interviews and record review, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, Title 22 is being cited on the attached LIC 9099D. Failure to submit Proof of Corrections (POC) by Plan of Correction date may result in additional civil penalties.
