13 | On 07/11/24 at 2:30 PM, Licensing Program Analyst (LPA) Kiriko Lynch visited the home for the purpose of an unannounced complaint inspection and met with Licensee Candy Hogan. It was alleged Licensee is not present at the facility the required percentage of time, and Licensee is not allowing parents to enter the facility. The Licensee was interviewed on 04/29/24 and denied the allegations, and stated she is at the home when child care services are being provided, excluding her doctor and work and family appointments. She stated she informs parents when she does, and stated she stays within the Title 22 requirements. She also stated parents are free to come inside the home, and will either knock or just walk in. One staff (S1) was interviewed on 04/29/24, and there were no disclosures and staff stated Licensee is there as needed and parents are allowed to come into the home freely during days/hours of operation. Four children were interviewed on 04/29/24 and 07/11/24 and there were no disclosures. Three parents (P1-P3) were interviewed on 07/09/24 and there were no disclosures, and stated Candy is always at the home as needed and they can access the home as needed during days/hours of operation, and they were satisfied with the care and supervision their children were receiving at the facility.
