On May 29, 2026, Licensing Program Analyst (LPA) Sala Vang and Licensing Program Manager (LPM) Jeevun Birk-Miller met with Assistant Director, Jessica Cochrane for the purpose of delivering complaints findings. Upon arrival LPA observed 24 preschool children supervised by six staff members.

It was alleged that staff do not prevent inappropriate communication between day care children and staff speak inappropriately to day care child. During the course of the investigation LPA S Vang collected documents, made observations, conducted interviews with parents, staff, children, assistant director and director. It was stated in interviews with staff that they keep their eyes on the children and communicate with the children to support them when there is conflict with other children. Staff stated they support the children by talking to them about how to express their emotions and guide the children to use proper words. It was stated that the expectation in the classroom is to be kind and respectful to each other. In addition, if there are additional concerns they would also notify the director, and the director would come to support the staff and child. Parents interviews did not disclose any concerns with communication and stated teachers are supportive. Interviews with children revealed when there is a problem, the children will let their teachers know and the teacher will talk to the other child. Children interviews did not indicate concerns about their teachers.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED. An exit interview was conducted and report was reviewed with Assistant Director, Jessica Cochrane. Appeal rights were provided, and a Notice of Site visit was given to FR who will post it where visible to parents/guardians for 30 days.
