On 5/23/24, Licensing Program Analyst (LPA) Elizabeth Torres conducted an unannounced complaint inspection with Fresno EOC Sanger Head Start Site Director Ramona Sauceda (Site Director) at the Kings Canyon Head Start facility at 4995 E. Balch Fresno, CA 93727 to deliver findings for the above-mentioned allegation.

On 5/1/24 LPA interviewed Site Director and Day Care Staff, reviewed staff and student rosters, collected work orders, and took pictures. The Investigation revealed through evidence obtained that Licensee does not ensure that facility flooring is maintained sanitary. Floors throughout the facility are cracked, lifting, warped, uneven, and dirty. Flooring damage caused by frequent clogged and leaky sinks and toilets. Based upon observations, and information gathered through interviews, the preponderance of evidence standard has
been met, therefore the above allegation is found to be SUBSTANTIATED.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, this deficiency is being cited on the attached LIC 9099-D.

An exit interview was conducted with Fresno EOC Sanger Head Start Site Director Ramona Sauceda. A copy of this report and Appeal Rights were provided and discussed with Ramona Sauceda.

The childcare center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors.
Based on observation the licensee did not
comply with the section cited above. Classroom and toilet tiles are cracked,

Site Director stated that no children or employees are allowed at the site since 4/24/24. Licensee put the flooring repairs out to bid. All flooring repairs are to be done summer 2024 prior to staff return 7/30/24 and student return 8/12/24. CCL will conduct an inspection prior to the children being present.

Site Director to check in with Supervisor weekly for updates on repairs. Site Director to report out to the Site Staff bi-monthly to update on progress of repairs.
