1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 6/22/2023, Licensing Program Analyst (LPA) Joseph Pacheco conducted an announced prelicensing inspection and met with Fresno Unified School District Early Learning Department Health & Safety Supervisor, Charlotte Miranda. Licensee is Fresno Unified School District. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. Licensee is requesting to temporarily use classrooms 28, 29 while their regular classrooms are undergoing renovations. Classroom CC3 which is part of the regular facility will also be utilized. Facility is requesting a capacity of 53 preschool children. This facility will operate from 7:00 AM to 5:30 PM Monday through Friday. Supervisor stated that the center will provide an afternoon snack, breakfast and lunch. Food is prepared at the Scandinavian Middle School cafeteria and delivered to the facility daily. The cleaning supplies are stored in a cabinet which is inaccessible to children. Staff will utilize the bathroom labeled “All Gender Restroom” that is locked with a key lock. Ill children will utilize the staff bathroom and be isolated in the Site Supervisor’s office. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for preschool children to play with. LPA reminded Supervisor not to store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detector in the room. LPA reviewed with Supervisor that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture is to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Toys and equipment appear to be age appropriate. There is a total of 7 toilets and 12 sinks/hand washing fixtures which will accommodate the requested capacity. LPA observed 2 toilets and 2 sinks inside Classroom 7. Children in Classrooms 28 and 29 will utilize a bathroom located in a separate building outside the classrooms located to the east. LPA did not observe any hazards in this bathroom. Supervisor understands that staff are to escort children to and from the restroom and visual supervision is to be maintained at all times. CONTINUED ON LIC809-C

Room measurements were taken and reviewed with Supervisor. The total inside preschool area measured to an approximate 2,718 square feet. This will accommodate the requested capacity of 53 preschool children. There is adequate storage space available for children's belongings in the classroom.
LPA did not measure the outdoor space as facility plans to use their normal playground at this time. Supervisor stated that during the Summer the outdoor playground will be renovated and a temporary outdoor space will be used. Supervisor did not have a tentative date as to when the outdoor play area renovation will begin but stated she will keep Community Care Licensing informed. Supervisor understands that the temporary outdoor space will need to be approved by Community Care Licensing before it can be used. Facility will utilize igloo jugs to provide filtered drinking water. Supervisor stated that the filtered water will come from either the cafeteria or the Child Development Center.
A fire clearance of capacity of 53 preschool children was approved and granted by the Fresno Fire Department on 6/20/2023.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Pending a final file review and completion of above items, a recommendation will be made to license the above temporary classrooms for the requested capacity of 53 preschool children.
