On 12/18/2024 at approximately 1000 hours, Licensing Program Analyst (LPA) Brandon Tate, conducted a Random Annual Inspection. Upon arrival, LPA Tate was met with Superintendent Jimmie Eggers. LPA Tate introduced himself and stated the reason for the visit. LPA Tate was accompanied by Superintendent Eggers on a tour of the facility. LPA Tate was informed that children were currently in the gymnasium practicing a Christmas Play. LPA Tate asked to see the children and a census of 3 children in care was taken during today’s visit.

LPA Tate then conducted the inspection of the outdoor play area. There is an active shared outdoor area waiver on file for this facility. LPA Tate did not observe any preschool children commingling on the outdoor activity space and Superintendent Eggers stated that there are differing schedules to avoid commingling with the school aged children. LPA Tate observed age-appropriate toys and no sharp or broken objects were present within the outdoor play area. Preschool children do not utilize the outdoor play structures due to the manufacture instructions on age requirements. There is drinking water available to children outside. LPA Tate observed large holes within the sandbox. LPA Tate discussed with Superintendent Eggers that this poses a potential threat to the health and safety of children in care. Superintendent Eggers and LPA Tate discussed possible solutions to this, and an immediate solution was obtained; Superintendent Eggers spoke with his maintenance staff and the holes were immediately filled.

There is an in-ground swimming pool that is fenced per regulation to make it inaccessible. The pool gate is self-latching, self-closing and opens away from the swimming pool. Superintendent Eggers stated that the swimming pool is not used for preschool children.

Upon entrance to the classroom LPA Tate was introduced with Director Anna Jones and continued the inspection with her. LPA Tate observed age-appropriate toys. The indoor activity space is clean and free of any hazards to children in care. LPA observed the sign-in and sign-out form to be filled out correctly per California Code of Regulations. The Parent board had all necessary forms readily viewable in a prominent location next to the entrance. There is adequate cubby space for children’s belongings. There is drinking water available to children within the classroom as well as handwashing water that is within temperature regulation. All cleaning solutions and compounds are kept in a locked closet outside of the classroom. No poisons were observed during today’s inspection. The classroom contains a working carbon monoxide detector and fire extinguisher. Fire drills are conducted every 6 months and logged within the school office.

There is a waiver for the Use of Children’s Bathrooms on file. Staff ensure that preschool children have priority use of the restroom and check to make sure that no other school aged children are present when preschool children are using the restroom. 100% supervision is being maintained and preschool are being escorted to and from the bathroom. All toilets and handwashing facilities are in safe and sanitary operating condition. There are adequate toilet and sink ratios for children in care. Solid waste storage containers have tight-fitting covers and are in good repair. LPA Tate did not observe any hazards to children in care within the shared restrooms.

LPA Tate reviewed all children’s files, and they were all complete with necessary forms except LIC 627. All 3 enrolled children were missing LIC 627 from their files and this poses a potential threat to the health, safety, and personal rights of children in care. LPA Tate also reviewed staff files. All staff files were complete with necessary documentation within. However, upon record review it was observed by LPA Tate that Licensee Jones did not have current Mandated Reporter Training that adheres to AB1207. This poses a potential threat to the health, safety, and personal rights of children in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
