On 10/27/23, Licensing Program Analyst (LPA) Joseph Pacheco conducted an unannounced case management inspection and met with Fresno Unified School District Early Learning Department Health & Safety Supervisor, Charlotte Miranda. Licensee is Fresno Unified School District. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. Facility is located on the campus of Heaton Elementary School at 1533 N. San Pablo Ave. Fresno, CA 93728 and is requesting an increase of capacity to 66 preschool children. This facility will operate year round from 7:00 AM to 5:30 PM Monday through Friday. Facility currently operates in the Preschool 2 classroom and is requesting to also provide care in the Preschool 1, Toddler 1 and Toddler 2 classrooms.
Supervisor stated that the center will provide an afternoon snack, breakfast and lunch. Food is prepared at the Heaton Elementary School cafeteria and delivered to the facility daily. The cleaning supplies are stored in a cabinet which is inaccessible to children. Staff and Ill children will utilize the staff bathroom and be isolated in the Site Supervisor’s office.
The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for preschool children to play with. LPA reminded Supervisor not to store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detector on the premises.
LPA reviewed with Supervisor that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture is to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Toys and equipment appear to be age appropriate. There is a total of 8 toilets and 9 sinks/hand washing fixtures which will accommodate the requested capacity. There are bathrooms located in the Preschool 1 and Preschool 2 classrooms and a set of bathrooms adjacent to Toddler 1 and Toddler 2 classrooms that are used by both classrooms. LPA did not observe any hazards in these bathrooms. Supervisor understands that staff are to escort children to and from the restroom and visual supervision is to be maintained at all times.

Room measurements were taken and reviewed with Supervisor. The total inside preschool area measured to an approximate 3,177 square feet. This will accommodate the requested capacity of 66 preschool children. There is adequate storage space available for children's belongings in the classroom.
The facilities outdoor play area is undergoing renovations and Licensee has requested to use a temporary outdoor space while the regular area is being renovated. The outdoor space is located just to the east of the Toddler 2 classroom on the southeast corner of the campus. The approximate outside square footage for the outdoor area is 6,883 square feet which will accommodate the requested capacity of 66 preschool children. LPA observed a play structure in this area which is for children ages 5-12. Supervisor understands that preschool children are not to use the play structure because it’s not age appropriate. All other toys and equipment observed appeared to be age appropriate. Mature trees provide a shaded rest area. LPA observed a bike path, grass area and ground covered with wood chips. Facility will utilize water fountains both inside the classroom and in the outside activity area to provide drinking water.

This facility provides Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. Licensee has an IMS plan on file with the Fresno Regional Office. Staff are fingerprint cleared through Fresno Unified School District as a condition of employment.

Pending a final file review, a recommendation will be made to license the above facility for the requested capacity of 66 preschool children.

Supervisor was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with Fresno Unified School District Early Learning Department Health & Safety Supervisor, Charlotte Miranda.

A copy of this report is to remain in the facility for public review. A notice of site visit was given to Supervisor and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
