On 6/18/24, Licensing Program Analyst (LPA) Joseph Pacheco conducted an announced case management inspection and met with Fresno Unified School District Early Learning Department Program Manager, Kim Beckwith. Licensee is Fresno Unified School District. LPA explained the reason of the inspection and a tour of the center was conducted inside. Licensee is requesting to temporarily use classroom K-2 while their regular classrooms are undergoing renovations. Facility is requesting a capacity of 15 preschool children while using the K-2 classroom. This facility will operate from 8:00 AM to 11:30 AM Monday through Friday during use of the temporary classroom.
Program Manager stated that the center will provide breakfast. Food is prepared at the Fresno Unified School District centralized kitchen and delivered to the Winchell Elementary School cafeteria daily. The cleaning supplies are stored in a cabinet which is inaccessible to children. Children will utilize the bathroom located within the K-2 classroom. Staff and ill children will utilize the staff bathroom located in the administration building and be isolated in the Nurse’s office.
The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, and plenty of toys for preschool children to play with. LPA reminded Program Manager not to store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detector in the room.
LPA reviewed with Program Manager that any future changes to the classroom is required to ensure that furniture does not tip over on to children, the furniture is to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Toys and equipment appear to be age appropriate. There is a total of 1 toilet and 2 sinks/hand washing fixtures which will accommodate the requested capacity. LPA did not observe any hazards in this bathroom. Program Manager understands that staff are to escort children to and from the restroom and visual supervision is to be maintained at all times. Room measurements were taken and reviewed with Program Manager. The total inside preschool area measured to an approximate 873 square feet. This will accommodate the requested capacity of 15 preschool children.

There is adequate storage space available for children's belongings in the classroom.
LPA did not measure the outdoor space as facility plans to use their normal playground at this time. Facility will utilize igloo jugs to provide filtered drinking water for both indoor and outdoor activities. Program Manager stated that the filtered water will come from outlets that have been tested for lead in their regular classrooms 10 and 11.

A fire clearance for a capacity of 15 preschool children for Classroom K-2 was approved and granted by the Fresno Fire Department on 6/12/24.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Pending a final file review, a recommendation will be made to license the above temporary classroom for the requested capacity of 15 preschool children.
