25 | On 7/25/24, Licensing Program Analyst (LPA) Joseph Pacheco and Centralized Application Bureau (CAB) Regional Manager (RM), Michael Duarte conducted announced case management inspection and met with Director Jessica Phengsiri. Also present was Dean, Cherylyn Crill-Hornsby. LPA and RM toured the inside and outside of the facility. The licensee is State Center Community College District (SCCCD), and they are requesting a capacity increase from 82 preschool children ages 2-5 to 130 preschool children ages 2-5 by moving into a newly constructed facility on the campus of Fresno City College located right next door to the old facility. The new building is at the same address as the old building. Preschool program will be operating in Preschool Classrooms 1-4 and Toddler Classrooms 1 and 2. This program currently operates year round Monday – Thursday 7:00 am – 4:30 pm and Friday 7:00 am – 1:00 pm. Facility provides breakfast, lunch & PM snack. Food will be prepared onsite in a central kitchen. The kitchen area currently includes a freezer, refrigerator, oven, stove and sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a locked door. Facility does have a kitchenette on the premises between preschool classrooms 1 and 2, preschool classrooms 3 and 4 and Toddler 1 and 2 classrooms. Ill children will be isolated in the Nurse’s office onsite and utilize the bathroom located in the inside the nurse’s office. The nurse’s office is located on the other side of the hallway from the classrooms. Cleaning supplies are inaccessible to children.
The classrooms were observed to be clean and free of toxins. LPA and RM observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. Facility has a working carbon monoxide detector on the premises. LPA and RM observed that there are plenty of tables, chairs, sleeping cots and cubbies. LPA and RM observed plenty of age appropriate items & toys.
Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 6,639 square feet which will accommodate the requested capacity of 130 preschool children. There are a total of 14 toilets and 21 sinks/hand washing fixtures which will accommodate 130 preschool children.
