25 | On 05/30/2023 Licensing Program Analyst (LPA) Julie Baptista conducted an unannounced inspection at the facility. Licensee is Fresno EOC. LPA met with Director, Tamikio Simpson and explained purpose of visit and took a census.
On 4/20/2023 the Fresno District Office received an unusual incident report regarding two children where one child touched another child inappropriately. Interview with staff in Child #1(C1) classroom revealed that C1 has been displaying behavior where C1 would touch other children inappropriately for several months before incident that occurred on 4/20/2023. C1 also would say curse words to staff and other children. The method used with C1 in class was redirection, giving more challenges to C1 like dancing or activities and also talking to C1 about good touch/bad touch. Several conversations with parent were conducted and on 3/27/2023 a parent conference was conducted with parent, director and S1 whereby a referral was issued for behavior. Per interviews with staff, C1's behavior was improving but inappropriate touching did not cease completely. On 4/20/2023 the incident reported to CCL was reported where C1 and another child were under climbing structure and C1 pulled C2 pant down and C1 touched C2 on bottom. Staff reported incident to licensing and other agency. Parent was advised to request an IEP for child. After 4/20/23 incident, per interviews with staff, C1 has continued displaying inappropriate behavior in at least two occasions since 4/20/23.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, the following deficiencies is being cited: (see next page, 809 D) Facility representative was provided a copy of their appeal rights.
This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
