13 | On 02/24/23, Licensing Program Analyst (LPA) Araceli Gibson conducted an unannounced complaint inspection to provided findings for the above allegations. LPA Gibson met with Sierra Hernandez, Director. LPA Gibson obtained census of 33 children in care at the time of the visit.
During the course of the investigation LPA made observations, reviewed records, interviewed witnesses, staff, parents, and children. Based on the information obtained during the investigation, there is a preponderance of the evidence a child was left outside without supervision; therefore, the allegation is SUBSTANTIATED. Although there is a discrepancy on the timeframe it has been confirmed the incident did in fact occur for a duration of about 5 minutes, and did not pose an immediate danger to the child. Furthermore, incident was not reported to supervising administrators for appropriate action to have taken place.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, the following deficiency is being cited: (see next page, 809 D Type B citation). An exit interview was conducted with the Director. Licensee was provided a copy of their appeal rights.
