32 | The findings with regard to the allegation that the facility is in disrepair and/or has hazards present in the outdoor activity space is SUBSTANTIATED. The preponderance of evidence standard has been met. The preschool play structure was observed to be in disrepair and the slide area was blocked off with caution tape to keep children from using it. A work order was already in process but still pending repair and/or replacement during the initial inspection that took place on 06/04/2025. As of today’s inspection, the slide has been replaced and all areas of the play structure were inspected and noted to be safe and appropriate for use by day care children. There is a pond in an unlicensed area that is adjacent to the facility. LPA and LPM observed the fence is at least five feet high. LPA and LPM observed that the pond fence did have a key lock. Yet, upon inspection the fence gate opened away from the pond but did not self-latch. All other licensed outdoor areas and equipment were inspected and deemed to be appropriate for use. Through inspection, it was observed that all unlicensed areas adjacent to the preschool area were inaccessible to children in care.
The center has an in-house field-trip policy that was submitted to Community Care Licensing Department (CCLD). The Field Trip policy highlights the necessary steps the center takes to ensure the field trip areas located on this college campus are safe and appropriate for children when day care children are present. The center has implemented a daily inspection of outdoor areas before children are present at the facility to ensure that all unlicensed areas surrounding and adjacent to the center are inaccessible to day care children.
Per California Code of Regulations, Title 22, Division 12, Chapter 1, a deficiency is being cited on the attached LIC9099D.
