NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 3/4/24, Licensing Program Analyst (LPAs) Joseph Pacheco and Aurelio Mendoza conducted an unannounced Case Management inspection and met with Director, Erin Ortiz. LPA toured the inside and outside of the facility. The licensee is Kindercare Learning Centers LLC and they are requesting a capacity increase from 90 preschool children to 96 preschool children by adding the Preschool/TK classroom. Preschool program currently operates in Discovery PS, Discovery PS 2 and Preschool classrooms. This facility currently has a toddler option component for children 18 months to 36 months attached to its preschool license with a capacity of 12 toddlers that operates in the Junior Discovery Classroom. This program currently operates year round Monday – Friday 6:30 am – 6:00 pm. Facility provided breakfast, lunch and AM & PM snack. Food is prepared onsite. Ill children will be isolated in the director’s office and will utilize the staff bathroom located inside the lobby. Cleaning supplies are inaccessible to children. The classroom were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classroom appeared to be safe and in good condition. The classroom has a working carbon monoxide detector in the classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys. Room measurements in classrooms were taken and reviewed with Director. The total inside preschool area of the classroom measured to an approximate 3,404 square feet which will accommodate the requested capacity of 96 preschool children. There are a total of 8 toilets and 9 sinks/hand washing fixtures which will accommodate 96 preschool children. The toddler option classroom measured to an approximate 446 square feet which will accommodate the capacity of 12 toddler option children. Facility provides water to children from sinks located in the classroom. Children bring their own water bottles from home. Staff uses the water from the sinks to fill up the children’s water bottles during indoor and outdoor activities. Staff fill up an igloo water dispenser that they bring outside with them for outdoor activities. Facility has paper cups for children to use in case they forget their water bottle at home. The outdoor activity area measured to an approximate 15,312 square feet which will accommodate the requested capacity of 96 preschool children. Toddler option children share the infant outdoor activity space with infant children at separate times. CONTINUED ON LIC809-C

The infant & toddler outdoor space measured to an approximate 3,068 square feet which will accommodate 12 toddler option children. There are three outdoor activity areas for preschool children. Two of the areas have high climbing play equipment with rubber cushioning. LPA’s observed the third outdoor space to have a concrete area and grass area. Adequate cushioning was observed in each of the three outdoor areas. The equipment observed appeared to be age appropriate. LPA reminded Director to make sure they maintain visual supervision of children at all times.

A fire clearance request for the above classrooms for 96 preschool children and 12 toddler option children was approved by the City of Fresno Fire Department on 1/31/24.

The following items must be completed prior to an updated license being issued:

Indoor Activity Space
1. Anchor play refrigerator and tall play equipment in preschool/TK classroom.
2. Clean out bathroom in toddler option classroom to make toilet accessible to children.

Outdoor Activity Space
1. Remove tires and hose from the new outdoor activity area.
2. Make the areas behind the storage shed inaccessible to children in care.

Pending a final file review and completion of the above items, a recommendation will be made to license the above facility for a capacity of 96 preschool children.
