25 | On 07/24/2023, Licensing Program Analysts (LPAs) Aurelio Mendoza and Ka Vang conducted an unannounced Annual Required Inspection and was met by Office Manager Marisol Enriquez. This facility operates a full year schedule. There are two classrooms: Room 0 and Room 1. The hours of operation are Monday through Friday, 7:00 AM to 6:00 PM. Infant formula and/or milk are provided by parents. LPAs confirmed the facility has a working telephone service at (559) 325-6913.
A tour of the facility indoors and outdoors were conducted, and a census was taken. Room 0 has nine infants with one qualified teacher and one qualified teacher aid. Room 1 has twelve infants with one qualified teacher and two qualified teacher aids. Based on observation, all infants are under supervision, including visual supervision, of a teacher at all times. There is a ratio of one teacher supervising no more than four infants in attendance. There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible to children. No poisons were observed during the inspection.
During the inspection, LPAs observed furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All handwashing facilities are in safe and sanitary operating condition. All infants changing tables are in safe and sanitary operating condition. All floors are clean and safe. Facility has one or more functioning carbon monoxide detectors that meet the statutory requirements. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. Fire drills are conducted and documented with the date, time and how many infant present, every six months.
Assembly Bill 2370, Chapter 676, Statutes of 2018 requires all Child Care Centers (CCCs) that are located in buildings constructed before January 1, 2010, to test their drinking water for lead contamination by January 1, 2023 and every 5 years thereafter. During inspection, facility did not have proof that the facility was built after January 1, 2010 or have proof that the water was tested for lead contamination. See attached LIC809-D page.
