On February 14, 2021, Licensing Program Analyst (LPA) Brannon met with licensee, Sandra Dermer. LPA interviewed staff during a previous inspection. LPA was informed that licensee is not reporting positive COVID cases to Community Care Licensing Division, as required. Staff informed LPA that licensee was following California Public Health Department and Centers for Disease Control and Prevention. Licensee did not report the positive COVID cases to Community Care Licensing.

During today’s inspection, LPA provided a copy of Provider Information Notice (PIN) 21-29-CCP Face Coverings Requirements and Guidance for Child Care Providers Regarding Coronavirus Disease 2019 (COVID-19), PIN 22-03-CCP Child Care Licensing Webinars and a copy of Title 22, 101212: Reporting Requirements. The provided documentation provides procedure of reporting and COVID protocol are discussed. The webinar allows for a question and answer discussion. The webinar will provide licensee additional information and regulations, including expectations of licensee.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, this deficiency is to be cited. Exit interview conducted with licensee, Sandra Dermer. Plan Of Correction/Appeal Rights were given and discussed. A Notice of Site Visit was posted on parent board in the presence of LPA Brannon.

A COPY OF THIS REPORT IS TO REMAIN IN THE FACILITY FOR PUBLIC REVIEW.

THIS REPORT SHALL BE MADE AVAILABLE TO THE PUBLIC UPON REQUEST.

Reporting Requirements: Upon the occurrence, during the operation of the child care center of unusual events, a report shall be made to the Department by telephone or fax within the Department's next working day and during its normal business hours. Department within seven days following the occurrence of such event. This requirement was not met as evidenced by staff acknowledging that Licensing was not notified of positive COVID cases that occurred in the facility. This is a potential personal rights, health and safety risk to children in care.
