On October 7, 2022 Licensing Program Analysts (LPAs) K Vang and C Brannon, conducted an unannounced Annual Required Inspection for the preschool license. LPAs met with Director, Tia Lam, and toured the facility indoors and outdoors. Days and hours of operation are Monday through Friday, 6:00 AM to 6:00 PM. Director verified facility phone number is (559) 252-6445.

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. No poisons were observed during the inspection.

Furniture and equipment are in good condition, free of sharp, loose or pointed parts. The play kitchen components and play dresser, a yellow and two blue bookcases need to be anchored to ensure these items do not tip over onto children in care. Licensee posted the required documents in the classroom. The parent board has several tall items in front that blocked out the required forms. Parents sign in/out in the lobby. Drinking water is provided with pitcher and the children use plastic cups with their names. The cups are washed daily.

During children’s file review, LPA observed some children are missing their Physician's report and TB test results and some parents did not complete the LIC 700 form to include physician and dentist information.

Playground equipment is in safe condition, free of sharp, loose or pointed parts. During inspection, LPA observed exterior walls facing the outside play yard have stucco/paint chipping off at the base. Licensee shall ensure that sand is raked under the swings to provide adequate cushioning. There are cracks in the black top that need repairs and is a tripping hazard. LPA observed that the shade tarp for the preschool and school age children do not meet required specifications for daycare. Licensee is to ensure proper shade coverings are provided or provide the shade manufacturing specifications to ensure proper shade covering is used for children in care. The wooden seating area in the outside play yard has peeling paint and wooden bench that is jagged on the end. Per licensee, the benches will be removed within two weeks. There are metal play equipment with exposed paint. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. CONTINUED ON FOLLOWING PAGE

All toilets and handwashing facilities are in safe and sanitary operating condition. During today’s inspection, LPA observed girls restroom and boys restroom. Each restroom has two stalled toilets and a row of exposed toilets for the preschool children. Per licensee, the school age share the preschool restrooms. LPA reviewed with licensee that when a preschool child is using the restroom, the school age child is to wait in the classroom until the preschool child is finished using the restroom. Per licensee, this was not being followed. Per licensee, to comply with the school age privacy laws and not commingle children, the boys restroom will be for the preschool children and the girls restroom will be for the school age restroom. A divider will be installed in the hallway to distinguish the preschool side and school age side. The school age restroom has two toilets that are stalled and four hand washing sinks. This will meet the school age capacity of 30. Licensee is aware that only one gender at a time can use the two stalled toilets. The other toilets, that are not stalled, are not to be used to be in compliance with privacy laws and regulations. Licensee will send in an updated facility sketch for preschool and school age areas by 10/14/22. A return inspection will be conducted to ensure the changes were completed and to measure the school age classroom.

Floors in the facility are clean and safe. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. During today's inspection, LPA observed open bags of sugar, crackers and chips. LPA reviewed the purpose of storing open bags of food in containers - to prevent vermin from coming into facility. Any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements.

Director, Tia Lam, was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption.
