25 | On 01/14/2025, Licensing Program Analyst (LPA) Miguel Herrera conduct an unannounced Case Management Inspection. LPA met with Interim Director, Angelica Davalos. LPA toured the facility, and a census was taken. The purpose of today's inspection was regarding an Unusual Incident that was reported to the Fresno Childcare Regional Office on 12/19/2024 by the facility. The incident reported was pertaining to a child breaking a window. During the incident two staff members took the child to the outdoor play area due to the child exhibiting challenging behaviors. The child was asked to go outside to decompress, however as the child stepped out the classroom she turned around and hit the window which caused the window to crack. The facility staff didn't observe any injuries to the child, however applied an ice pack and immediately contact the child's parent.
During today’s visit LPA Herrera conducted classroom observations, staff interviews and review of records pertinent to the incident. LPA observed that the child involved in the incident continues to attend the facility.
The facility practices proper supervision of children inside and outside the classroom. The facility consults with the Resource & Referral agencies to assist children with behavioral challenges and to provide facility staff strategies to mitigate challenging behaviors in the classroom. Furthermore, staff are trained to redirect children and provide children with strategies to decompress such as coloring, book reading and stepping outside to have the child calm down with proper supervision. Additionally, the facility has provided the child's parent with resources to address the child's needs. Although the incident occurred, it was an isolated incident and staff took appropriate measures to address the incident, following appropriate policies, regulations, and reporting requirements. Teacher/child ratios are maintained, and adequate supervision is being provided during this visit.
Exit interview conducted and report was reviewed with Interim Director, Angelica Davalos and appeal rights were provided. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days. |
