25 | On 12/22/2021, Licensing Program Analysts (LPAs) Jeovanna Yanez and Luisa Gavoutian conducted an unannounced case management inspection. LPAs met with Nurturing Coordinator, Rebecca Wilson-Summerford. The purpose of today’s inspection was to address an incident that occurred on 05/15/2020, which was not reported to Community Care Licensing (CCL).
The facility failed to report the incident to CCL, as required. This incident involved Staff #1 conducting themselves in a manner that affected the Personal Rights of children in care. LPAs discussed reporting requirements with the Director and the responsibility of the facility to report all unusual incidents to CCL within 24 hours of occurrence. CCR Section 101212(d)(1)(C) states, “(d) Upon the occurrence, during the operation of the child care center of any of the events specified in (d)(1) below, a report shall be made to the Department by telephone or fax within the Department's next working day and during its normal business hours. In addition, a written report containing the information specified in (d)(2) below shall be submitted to the Department within seven days following the occurrence of such event. (1) Events reported shall include the following: (C) Any unusual incident or child absence that threatens the physical or emotional health or safety of any child.” An informal office meeting will be conducted at the Fresno Regional Child Care Office on the near future.
Per Chapter 1, Division 12, Title 22 of the California Code of Regulations, the following deficiency was found: (see LIC809-D). Exit interview conducted and report was reviewed with the Rebecca Wilson-Summerford.
A notice of site visit was given and must remain posted for 30 days, along with a copy of this report.
